Carbolic acid wagons accumulate rust in the harsh environment. Discolouration is a regular occurance.

Cement wagons accumulate dust where the loading and unloading takes place. The nature of such loads means cleaning is near impossible without a full refresh.

Diesel-hydraulics are always a good go to when you want a heavier set of colours on your locos.
The DD54 is a classic example of early tech getting coated in oil and soot.
